Samsung LN40B650 Trailing / Blurring / Smearing Issue (Lower Res Faster Recording)

I have a Samsung LN40B650 LCD HDTV and like it so far, but am having trailing/blurring issues. It has a stated "4ms response time" and I am running at it's native 1080p res. The blurring is not inherent in the source; It did not blur on my last LCD TV (one that was about half the price too) and it blurs/trails with my other sources DVD, HD Cable programming etc. I have tried every default setting (standard, dynamic, etc) I have tried turning on game mode and have tried every 120hz setting ...

So after much back and forth testing and retesting I have been able to lessen the smearing Issue, but clearly it is not gone.
